Ms. James achieved M.S., Urban Affairs and B.A, degrees from the University of Wisconsin, Milwaukee. During her federal government career with the U.S. Department of Housing (HUD), she streamlined the monitoring and enforcement procedures of the Federal Labor standards Division. This resulted in numerous workers receiving outstanding underpayment compensation. Prior to joining the HUD forces, she was designated Labor Standards Officer and Environmental Specialist with Milwaukee County monitoring program compliance for CDBG funded projects. Ms. James wrote federal labor standards articles informing contractors on Davis-Bacon project compliance She served as a liaison between County Supervisors and the County’s Minority Disadvantage Business Program developing procurement procedures expanding contractor participation.

Ms. James has lectured in Urban Planning and Land Use, California State University San Bernardino (CSUSB) since her retirement from HUD. She introduced students to government programs and urban development. Ms. James was appointed to California State Council, selected Chair, Housing & Community Development which she successfully completed her term.

Today, Ms. James along with her husband, Arthur James is Principal Founders of AMMIRACL Consultant/Advisor business that provides consultation on federal labor standards projects. AMMIRACLE is a minority veteran business with certifications as SVOSB, California SB & DVBE, and a proud member Disabled Business Alliance, Los Angeles Chapter.

This webinar introduces the fundamentals of government contracting in a format that easy to understand and comprehend. Participants will be able to apply the information presented when bidding on federal contracts as well as ensuring compliance when administering/managing contracts. The tools will provide the participants with current and upcoming contract opportunities. The webinar will introduce participants to the Federal Acquisition Regulation (FAR) System which establishes procedures and policies for acquisition by all agencies. An overview of the basic FAR sections, provisions and clauses applicable to contracting will be examined.

Contract compliance is vital to the success of contract administration. Participants will learn tips in maintaining contractor compliance after you win your contract. The webinar will identify subcontracting opportunities & tools to assist in the contract search process.
